Frost Application: Previously each successful hit would apply frost to the target
Frost Effect: Frozen enemies were immobilized and took damage over time
Damage Scaling: Damage would increase with wand level
Effectiveness: Frost effect was stronger at higher wand levels

Damage Range: Hypothetically base damage of 2-8, scaling with level
Charge Time: Would use up 1 charge when fired
Recharging: Charges would slowly regenerate over time with the hero
